The high summer has arrived in the blink of an eye and soon the children will send off their intense school life to greet the summer vacation. Meanwhile the Little Red Scarf project of the Love Focus Fund of CCHC has also entered its peak season. For the past few days, the applicants had shown up in an endless stream to ask for open heart surgeries to treat their congenital heart disease. When asked why they did not come earlier but waited until the summer time, the children answered: “It is now the summer vacation. We want the surgeries to take place during the summer when the classes are not in session so we can recover from the surgeries just in time to resume our school work without any interruption.” Looking into the sickly faces of these children, I was overwhelmed with the feeling of tenderness. At that moment, I gratefully realized that poverty and illness would never prevail over the purity of a child’s mind and these children’s aspiration for living and learning would rise above these impediments.
转 眼已是盛夏,孩子们马上就要结束紧张的学习生活进入暑期,我们爱心汇点基金会的“小红巾计划”也进入了高峰期。连日来,前来登记心脏手术的患儿络绎不绝, 当我们问他们为什么不早些来,为什么都要等假期时,孩子们告诉我说:“现在是假期,现在看好了病,等开学就可以继续上学不耽误学习。”我怜惜地看着那些一 脸病容的孩子不由心中感叹:贫困和疾病掩不住童真,更掩不住孩子们求知求生的欲望。
These cases of ill children’s receiving the free treatments demonstrate how the compassion of human beings overpowers the ruthlessness of the illness. It is unfortunate for these twenty-four children (including Ban Wu, Qien-Qien Li, and Yue Li) to have to suffer the illness; however it is very fortunate for them to have received various assistances. Through numerous channels of support such as the Hope Scholarship, these children had attended elementary school without having to pay any tuition. They also had received the open heart surgeries - free of charge, which was made possible by many generous people who donated to the Love Focus Fund of CCHC. Special thanks to those compassionate donors who have brought hope to the living world. I also have high hopes for the children… Wish them a happy and healthy life! May wisdom and diligence bring the children a bright and prosperous future!

Out of the 24 children, Ban Wu, Qien-Qien Li, and Yue Li drew most of my attention. Ban Wu was very shy and seldom talked. She would not leave the hospital after she was discharged and would not reveal the reason for her reluctance to leave. Holding back her tears, she eventually parted from us after she had a chance to bid farewell to Doctor Cao who performed the surgery on her.

吴盼是位腼腆的女孩,很少说话,出院前怎么也不走,也不肯说为什么,直到见到他的主管医生后,才依依不舍的离去。

李琴琴是位14岁的女孩,通常我们救助往往是12岁以下的孩子,但她的家庭经历的磨难另我们吃惊。(我将她姐姐替她写的救助申请拍了照片)。
Qien-Qien Li is a fourteen- year-old girl whose age is above the age limit of the children receiving the open heart surgeries. We normally do not take children who are older than twelve. We were very moved and shocked by the application letter written by Qien-Qien’s sister who described the extreme hardship and tragedy that the Li family had gone through; therefore, we decided to do our best to help ending the sufferance of Qien-Qien. Yue Li is ten years old and attends fifth grade. He wrote his own application letter describing how the poverty and his illness had driven his mother away and all the sacrifices and hardship that his grandmother and father had to endure to raise him. At the end of the letter, Ban stated that if he was given a chance for a new life, he would donate his organs after his death to help others in sickness so he could return the favor he had received from the Love Focus Fund of CCHC. I was in tears before I could finish reading Ban’s letter. This led me to recall the saying of “When the poor people are smiling, they actually feel like to cry.” by the famous Chinese author Shi-Zhi Yu. Below attached are photographic pages of Ban’s letter.

There are still over 20 children who are undergoing treatment and I will cover their situations and progresses in my next report. To this date, the Little Red Scarf Project has given a healthy life to eighty-six children; this accomplishment is mostly attributable to the generosity and compassion of the Ping & Amy Chao Foundation, the Love Focus Fund of CCHC, Dr. Yi-Fei Dong and all his team members at the Lanzhou People’s Liberation Army General Hospital. We could not have thanked all these caring people enough!

This year (2009), Project Little Red Scarf (小紅巾) plans to support heart surgery for hundreds of children in Gansu, China. Surgery cost per child is around $4000 or more. $30 USD can provide needed nutrition for one child for a month following heart surgery. Your support of nutrition money can ensure proper recovery of these children who are from very poor families. Or, you can donate to the general fund to cover the heart surgery cost and help save hundreds of children's lives in Gansu, China.

Project Little Red Scarf – 小紅巾
Children’s Heart Surgery Ministry in Gansu (甘肅 ) Province, China
1. Description of Children Heart Surgery Ministry
1.1 Needs Description
Congenital heart disease is a serious killer in China. It ranks as the third killer disease among children under 5 years old in China. There are about 200,000 such defective newborns each year in China. Only about 60,000 might receive treatment each year.
With over 6,000 such cases each year, Gansu Province is among the highest incidence provinces, and less than 20% receives any treatment. The main reasons for not receiving treatment are:
• Remote area locations
• Inability to pay for the expensive surgery
This inability to quickly act has led to premature death of babies, stunted growth for those who live, and lifelong handicap, which result in major liability to society.
1.2 Our Response to Needs
In response to such dire needs, CCHC initiated the Children Heart Surgery program, under the Love Focus Fund that is administered by CCHC, which is headquartered in New York City. CCHC is a charitable organization registered under IRS as a 501 (c) organization for over 26 years. It started the Love Focus Fund for more than 20 years with the express purpose of providing assistance to Chinese immigrants in North America and China.
Through the Love Focus Fund, CCHC began the ministry of paying for surgeries for different diseased children in China in 2002. It started with a little girl by the name of Kexin Zhou, who received surgery at David & Lucille Packard Children Hospital in Palo Alto, California. Through the support of thousands of people and corporations, CCHC established Children Heart Surgery Fund to help pay for the cost of the surgeries. Though the little girl Kexin Zhou died after the second series of surgeries, CCHC decided to continue helping the congenital heart diseased children from Gangsu Province, where Kexin Zhou originated. The program has grown to the point that Kexin’s mother, Cao Rui, is now serving as the Field Coordinator of this Children Heart Surgery program in China.
1.3 Operating Mode and History
To ensure responsible stewardship in all its ministries, CCHC maintains close ties with the local supporting hospital at Lanzhou. The hospital enjoys world repute as a leading institution in children heart surgery, and CCHC ensures that only the appropriately needy children will be treated. More details on this program’s operations are given below.
1.3.1 Local CCHC Field Support
Ms. Cao Rui, the mother of deceased Kexin Zhou, serves as the local coordinator for this Children Heart Surgery ministry. Her responsibilities include the follow:
• Evaluate the legitimacy and neediness of applicants for congenital heart surgery from Gangsu. She visits each family to fully understand their needs, consult with the expert doctors in the Lanzhou hospital to decide on the neediness and prudency of any surgeries, and cares for the child in question and his/her family because of Cao Rui’s faith in Christ.
• Provide all the coordination and interface between the children’s families and the Lanzhou hospital to ensure a smooth process for the child’s surgery and recovery.
• Follow up with the child and his/her family during the recovery period.
• Review the invoices from the hospital before authorizing payments from Love Focus Fund.
• Provide updated reports to the Love Focus Fund Director of CCHC.
1.3.2 CCHC’s Love Focus Fund Directive
In addition to closely working with the local coordinator of the Children Heart Surgery ministry at Gangsu, the Director of Love Focus Fund also provides the following oversight to the program:
• Raise financial support from various sources to ensure the solvency of this charitable fund.
• Continually monitor the hospital performance to ensure the quality of the surgery to be acceptable
• Evaluate the hospital capabilities to ensure its qualifications in performing the required surgery.
• Periodically visit with the Lanzhou hospital doctors and administrator to ensure that CCHC is receiving the most qualified expertise at reasonable fees.
• Regularly visit with the local coordinator to ensure a prudent and sound process to administer this program.
1.3.3 Lanzhou People’s Liberation Army General Hospital, Thoracic-Cardiovascular Surgery Center (蘭州總醫院心血管外科)
Lanzhou Army General Hospital has the most recognized thoracic-cardiovascular center in Northwest China. It has a technical staff of 36, including 8 full professors and assistant professors. 90% of its doctors possess doctoral and master degrees.
The number of thoracic-cardiovascular surgeries has increased by 20% each year over the last few years. Using its modern equipment that is valued at over 10,000,000 RMB, it has performed over 400+ such surgeries each year with a 97% success rate.
The Lanzhou General Hospital will be under contract with CCHC to perform such surgeries at a reduced rate.
The hospital is more than a service provider to CCHC. It is also serving as a partner in compassion with CCHC. Its staff has displayed tremendous capacity of compassion to the children patients. For instance, some of their doctors and staff have offered their overnight bed spaces in the hospital to the children’s parents to sleep at night.
2. Project Collaboration with Ping and Amy Chao Family Foundation
2.1 Project Name
Starting 2009, the project name becomes “Little Red Scarf” (小紅巾 ). This project will be administered by the Love Focus Fund (愛心匯點 ) of CCHC, in collaboration with Ping and Amy Chao Family Foundation ( 趙修平夫婦基金會).
2.2 Website for Posting project information
This project will use website www.eastvillagers.org to post project related information, including timely project status updates, field reporting and promotion. Note that all the posted material will be view-able by the public.
3. Program Management
